Prepares, reviews and presents discipline estimates for specific project proposal activities. Provides estimating assistance and guidance to projects, develops conceptual estimates and performs cost analysis. Responsible for assisting in the development of discipline/service estimators, developing and updating historical databases, and assisting in the development of department procedures. Provides direction to others on project/program level tasks.
Requirements: Minimum of ten (10) years experience with Refining, Oil, Gas, and Chemical Estimating core processes and procedures. Minimum of seven to eight (7-8) years experience as an Estimator. Extensive knowledge and experience in EPC estimating practices and methods, including demonstrated ability to organize, direct, perform, review and present cost estimating products with a minimum of supervision. In-depth knowledge of project schedules and ability to extrapolate costs curves based on first hand experience of scheduled-activities/cost correlation analysis. Demonstrated thorough understanding of established cost index, escalation calculations, and projections. Technical and practical comprehension of Refining, Oil, Gas, and Chemical engineering, procurement and construction methods and techniques. In-depth knowledge of the applicable Bechtel Estimating work processes and systems. Knowledge of cost engineering and estimating industry standards for administrative and supervisory procedures and practices. Knowledge of current industry and technical developments. Knowledge of global market pricing and construction practices. Advanced knowledge in the use of technology for executing work processes. Proficient in Microsoft and scheduling software Office Automation Skills
