Purpose
Provides oversight and technical direction to a group of people in project management, including project engineering coordinators, project engineers, project managers, and portfolio managers under the administrative guidelines of the company.  Accountable for the identification, selection, hiring, training and development of people and managing their assignments.  Accountable for delivery of projects in compliance with company requirements.  Plans, organizes, manages, and controls department budgets with the established policies, procedures, systems, and requirements approved by client.

  • General Level Summary Responsible for a project management department or sub-group of 30 or less. 
  • Operational leaders implementing strategies within a complex area requiring a broad grasp of practices or principles in a highly specialized field or in cross-functional setting.
  • Will have a high degree of autonomy operating within general management direction and functional policies.
  • Assists business development activities by facilitating the maintenance of personal profiles and resumes, tracking existing capabilities, and strategically addressing future customer capability requirements.
  • Encourages positive working relationships with external parties such as the customer, suppliers, and contractors.
  • Demonstrated capability of overseeing large?scale projects with responsibility for the full performance of the project (planning, directing, supervising and controlling all technical, fiscal and administrative functions).
  • Procurement of equipment/materials on paper, subcontracting and materials plan, multiple contracts on paper.
  • Capability to manage mixed contracting strategy such as Unit Price, Lump Sum, Reimbursible.
  • Has experience with managing complex scope changes.
  • Manages projects and monitors progress in an ordered, accurate way, provides accurate and timely information.
  • Has completed a full project from start to finish and spent time in the field implementing what was engineered.
  • May be involved in networking, negotiations, strategic alliancing, and cost savings efforts. Stewards the maintenance of pricing records reflecting the effort to complete discipline activities.
  • May support proposals by developing the project execution strategy, reviewing costs, writing proposal content, and presenting to customers. May be called upon to lead part or all of a proposal.
  • Responsible for planning, managing and delivering project management operations in accordance with the business plan.
  • Controls project management staffing levels and organizational structure.
  • Manages the employee performance review process.
  • Has direct and indirect reports and has authority for performance evaluations impacting pay.
·         HSE Leadership - leads HSE conversations, contributes to HSE site walks, assessments and incident Investigations.
  • Sets a strong HSE example and develops/supports project specific HSE plans and initiatives.
  • Thinks ahead and takes proactive action on internal/external safety issues.
  • Identifies, hires, trains and develops project management people for assigned location or region.
·         Experienced in the use of company project delivery methodology and associated tools for large and mega complex projects.
  • Tracks department cost and uses analytical skill to forecast trends.
  • Ensures proper change control processes are understood and used by the project team.
  • Deep understanding of project costs including gross margin analysis.
  • Demonstrated controls on lump sum and fixed price contracts.
  • Mastered each of the three core PC’s areas (cost control, scheduling, estimating), leads team in mitigating risk.
  • Manages cash flow requirements, including accounts receivable, and work in progress to minimize days sales outstanding (DSO).
  • Execution Planning & Performance
  • Has coordinated the preparation of an integrated set of project execution plans for mega projects or complex projects (i.e., engineering, HSE, Quality, procurement, project controls, estimating, construction, etc.)
  • Applies forward planning with schedule to resource the project appropriately.
  • Has successfully managed the application of appropriate coordination, reviews and follow ups across the project.
  • Application of Advanced Work Packaging for planning and delivery.
  • Incorporates Value Creation and Sustainable Solutions objectives into project plan, measures and delivers to objectives.
  • Experienced in successful workshare execution.
 
 
Qualifications:
  • University Degree, or equivalent, in Engineering, Project management, and Construction
  • Professional registration in local jurisdiction preferred; Certified Program Management Professional by a globally recognized project management organization (IPMA, APM, PMI, AIPM).
  • Typically 15-20 years experience, including 15+ years of relevant supervisory, project management and/or technical experience; Workshare
