Control Systems Engineer Level(s) 4-5

Start Date- Immediately, Duration- Short Term 4+ Months, Location- Houston, TX

1.0 CON SYSTEMS ENGR 5 – TECH SPECIALIST – SIS FUNCTIONAL SAFETY Primary Job Responsibilities: • Technical resource for the control systems and process automation field specifically related to SIS (Safety Instrumented Systems) Functional Safety (ANSI/ISA-84 and IEC 61511 - Functional Safety: Safety Instrumented Systems for the Process Industry Sector) • Support P&ID development; help maintain the P&ID’s through the course of each project phase • Support development of the Instrument Index and I/O List; help maintain the Instrument Index and I/O List through the course of each project phase • Support development of material / labor TIC and engineering / design effort hour cost estimates • Develop SIS Functional Safety scope of work documents • Support incorporation of SIS Functional Safety content into mechanical equipment vendor packages • Develop and/or support development of all SIS Functional Safety and SIS related deliverables. • Participation and facilitation of Functional Safety Assessment, LOPA/SIL Assignment Review Meetings • Provide technical direction for selection of items to be specified, ensure compliance with client requirements and standards, check specification / requisition packages prepared by others • Prepare engineering specification and requisition packages for inquiry and purchase • Prepare technical bid evaluations and make recommendations for purchase • Interface with suppliers to ensure compliance with specifications • Review vendor data to assure specifications and project requirements are met Training and Experience: • BS or MS in engineering discipline; a current valid Functional Safety competency certificate or certification from one of the three major providers (CFSE, ISA, TÜV) required; PE license or equivalent preferred • 10+ years of experience working capital projects in the oil & gas, refinery or petrochemical industries • Current knowledge of EPC work processes and scope/deliverables for the various project phases; business acumen for lump sum and cost plus projects • Broad knowledge of the SIS Functional Safety field including ANSI/ISA-84 and IEC 61508 / 61511; as well as the application, specification and installation of Safety Instrumented Systems • Proficient with the development of all SIS Functional Safety and SIS related deliverables; including Functional Safety Plans, Layer of Protection Analysis (LOPA) calculations, SIF Lists, SIF response time calculations, SIL verification calculations, test plans, Safety Requirements Specifications, I/O Lists, Range/Alarm/Trip/Shutdown schedules, system block diagrams, cause/effect logic matrix, function block (Boolean) diagrams, logic narratives, SIS hardware/software/configuration specs, etc. • Experience participating in Functional Safety Assessment, LOPA/SIL Assignment Review Meetings as well as the facilitation of these meetings • Proficient with at least one SIL verification calculation software tool • Thorough understanding of P&ID symbology and presentation techniques • Experience in various phases of vendor selection and technical negotiation • Experience in SIS hardware inspection, FAT, SAT, loop checks, start-up and commissioning • Excellent oral and written communication skills • Advanced MS Office skills (Word, Excel, Access, PowerPoint) • Database Instrumentation tools experience preferred (SPI/Intools, ABE (Aspen Basic Engineering), Aveva, Comos, others). Other Essential Functions: • Keen safety awareness • Able to perform job walks wearing personal protective equipment (PPE) in an operating facility • May require travel to national and international job sites and supplier locations
