Subcontracts Manager II
Start Date- Immediately, Duration- 3-5 months in Houston, 18 months in Thailand
Job Requirements: Must be fluent in English, both spoken and written. Must have a complete understanding of applicable TPFMC manuals and procedures. Must be able to understand and apply subcontracting procedures, processes, principles, concepts, and industry practices in the formation and administration of complex subcontracts. Must be a self-starting, detail-oriented individual capable of working to deadlines without supervision. Must be able to manage others in the setting and achieving of Project related objectives and deadlines. Must be able to work occasional overtime as necessary to support the TPFMC Project and achieve deadlines. Must be capable of serving as a liaison with: Legal regarding Subcontract Terms and Conditions negotiations; Project Controls regarding progress and cost forecast; Accounting regarding Subcontractors' invoice processing; Engineering and Construction regarding the technical content / scope of work of each Subcontract. Must be able to provide leadership on interacting with other Project departments, responding to Subcontractor claims or other challenges encountered with the Project. Work Activities: Manage the project resources in supporting the assigned Project by providing assigned Subcontract department personnel with supervision, instruction / training, work product auditing, and problem resolution. Establish and maintain all necessary Subcontracts related project reporting, including the development and publication of a Project Subcontracts execution plan. Review and approve all Subcontracts work products developed on the Project, to include review and approval of all sourcing, bidder pre-qualification and bidder list development, Subcontracts, reports, invoice processing, etc. Negotiation, formation, and award of complex Subcontracts, assist in settlement claims, and prepare Subcontractor correspondence. Ensure proper handling of Subcontracts, support documentation and related files. Maintain direct liaison with Subcontract Coordinators to ensure proper administration and perform yearly appraisals of the assigned Subcontracts personnel. Participate in problem resolution between departments, with Subcontractors, or other Subcontracts related challenges. Education: Bachelor’s Degree or equivalent in related industry experience. Effective: June 2019 Revision No. 1 Required Skills: Excellent organizational skills. Demonstrates effective oral and written communication skills. Knowledge of contracting and procurement policies and procedures, and how to apply them. Demonstrated effectiveness in prioritizing multiple tasks, monitoring progress, and managing efforts in order to meet deadlines. Demonstrated effectiveness in working with others in a multifunctional team. Proficiency in MS Office applications with demonstrated ability to publish error-free subcontract documents. Ability to lead a team of Subcontracts personnel on an assigned Project, if required, and provides assignments, expediting, problem resolution, and coordination of same on behalf of the Project Subcontracts team. Prepares Project status reports, monitor progress, and manage resources on the Project. Management, training, and mentoring of Project personnel in compliance with TPFMC policies. Previous Experience: Minimum of ten (10) years of experience, specializing in compliance, people management and Subcontracts formation and administration. Experience with domestic and international fabrication yards is preferred. Candidate must have the ability to effectively and persuasively present complex information to customers and TPFMC personnel using original or innovative techniques or style. Demonstrated experience in team and Project leadership, managing the acquisition of Subcontracted services. Position requires excellent communication skills (verbal and written) and proven capability to lead. Must have strong analytical skills, experience in Subcontract management system tools, KPIs, Material Requirements Planning systems and personal computer skills. (e.g., word processing, spreadsheets, databases). Special Requirements: Employee will mobilize on the Project in the Houston Office for 3-5 months and then transition to the Overseas Module Yard as per the approved country’s employment conditions. Anticipated duration at Module Fabrication yard is estimated at eighteen (18) months.
